In October 2024, InFiNe marked a significant milestone with the celebration of its 10th anniversary. During a special round table on “Building the Future of Inclusive Finance by 2030,” a clear call-to-action emerged for Luxembourg’s financial sector to collectively design de-risking solutions, with InFiNe positioned as the catalyst for this important initiative.
As part of this ongoing commitment, and following our June training session, InFiNe is hosting an exclusive knowledge exchange focused on sharing real-world experiences with existing de-risking tools in inclusive finance.

Alejandro joined the Luxembourg Microfinance and Development Fund (LMDF) in February 2021, holding an MBA from HEC Paris and a Master’s degree in Chemical Engineering. In his current position, he manages investment operations across both LMDF and the Forest and Climate Change Fund (FCCF), overseeing the financing of new investment opportunities, executing investment committee decisions, and managing fund treasury operations, hedging instruments, and portfolio databases. His responsibilities also extend to IT vendor management. With expertise in risk management, project finance, stress test modeling and valuation, and IFRS consolidation, Alejandro is fluent in English, French, and Spanish. He is passionate about advancing sustainable finance and financial inclusion, viewing Luxembourg’s financial center as a leading platform for innovative financing instruments that support poverty alleviation and entrepreneurial development in underserved communities.
Edouard SERS has twenty years of experience in the financial inclusion sector. After starting his career in financial audit at PricewaterhouseCoopers, Edouard worked from Paris, Manila and Lima as rating analyst and quality manager for Planet Rating across more than 30 countries. As head of the audit & risk of the Oxus network from 2015 to 2017, he strengthened the audit and risk systems and trained teams of Oxus DRC and Central Asia affiliates. Since 2019, Edouard Sers has led the risk and compliance team at Grameen CrĂŠdit Agricole. He has also supervised impact measurement and management initiatives and is in charge of the GCA Fund (article 9 fund under SFDR).
Etienne de Belloy is Associate Director, Fund Management at Innpact Fund Management. He joined Innpact in 2021 to oversee the Microfinance Enhancement Facility (MEF). He continued in this role following the transformation of the MEF into the Global Gender-Smart Fund (GGSF) in early 2024. He has been closely involved in the development and implementation of the fundâs gender strategy and is in charge of the fundâs strategic development. He brings extensive international experience in the impact investment space following over 15 years of experience in the finance industry, including over 10 years within IFCâs Financial Institutions Group with a specific focus on investments in the microfinance, banking and leasing sectors. Throughout his career, Etienne was based in various countries and had the opportunity to lead projects in a number of emerging markets in Africa, Asia, Eastern Europe and Middle East, with the aim of maximizing development impact.

Since February 2025, we’ve been delivering on our commitment through our De-risking Working Group, which now involves over 50% of our membership on a voluntary basis. Through three productive meetings, we’ve identified five key objectives and are building momentum toward developing Luxembourg-designed de-risking mechanisms for the inclusive finance sector. This knowledge exchange represents the second milestone of our working group, focusing on facilitating the exchange of members’ experiences to provide valuable research and analytical input on the impact of de-risking in inclusive finance.
